Step 1

Press "Win+R", then fill in the column "Services.msc" and continue with "Enter".

Step 2

Find the service process named "Messenger". Right click, then click "Properties".

Step 3

In column "Startup Type", change to "Automatic". End with a click "Apply".

Notes: Steps 1 through 3 must also be performed on the computer that will receive the message.

Step 4

Press "Win+R" once again, then fill in the column "CMD" and continue with "Enter".

Step 5

Now you can start sending messages with the following code format: "NET SEND"

Example: NET SEND 10.3.68.200 Hello, how are you?

Step 6

On the computer that received the message, a notification like the following will appear.

Additional Tips

If you are using Windows 8 or 10, the process name appears to be service "Messenger" has changed to "Messaging Service". Basically the same thing, just a different name.
