This virtual touchpad can be used when using applications that are not optimized for touch screen devices. Unfortunately, the virtual touchpad feature is not visible on Windows 10 laptops that don't have a touch screen.

How to Enable Virtual Touchpad On Windows 10 Touchscreen Laptop
The option to enable Windows 10 virtual trackpad is right below the option to enable virtual keyboard. Click right of the taskbar in Windows 10 and click Show touchpad button. The relevant button will appear in the notification area. You can click virtual touchpad button to enable or disable the feature.
The virtual TouchPad looks and works in the same way as a regular physical touchpad. There are two buttons at the base that function as left and right click buttons.
In addition to the usual touchpad buttons like pinch to zoom, scroll two fingers, etc., the virtual touchpad also supports all the Precision Touchpad gestures Microsoft has to offer for physical touchpads.
